Perhaps the shiniest pearl of conventional wisdom in health economics is that patients with private insurance pay more at the hospital to make up for discounted or free care provided to people with public insurance or no insurance at all. Advocates used this theory of the "cost shift" to push for Medicaid expansion nationally and in Colorado over the past decade. Now a draft report from Colorado's Medicaid agency makes a stunning claim: The cost shift is a myth. Today, the Colorado Health Institute examines that report in a new policy brief. The National Council on Aging (NCOA) recently released an issue brief discussing the use of evidence-based programs to reduce chronic pain.
Highlights from the issue brief:
|
- Thirty percent of Medicare Part D beneficiaries had an opioid prescription in 2016.
- Of those older adults prescribed opioids, 500,000 were prescribed high amounts of opioids.
- 90,000 Medicare beneficiaries were at a high risk of opioid addiction due to high prescriptions of opioids.
- Older adults are at an increased risk for opioid overuse and misuse due to having more prescriptions and utilizing more over the counter medications.
- The 65 and older population are also at a higher risk for medication related side effects from opioids including dizziness, confusion and respiratory depression. Due to these side effects, those who take opioids are at a higher risk of falling than those that take nonsteroidal anti-inflammatory drugs, such as aspirin.
- Between the year 2000 and 2015 there was a 640% rise in opioid related deaths for those between the ages of 55 and 74, demonstrating a rise in suicidal thoughts for individuals on opioids.
- Opioid use can also lead to illegal drug use, with eighty percent of heroin users in the U.S. indicating they first misused prescription medications.

The American Medical Association (AMA), Colorado Medical Society (CMS) and Manatt Health released a report today that shows Colorado has implemented meaningful reforms in response to the opioid epidemic though further steps are needed to save even more lives.
|
The Colorado spotlight analysis found that progress is being made to increase access to evidence-based treatment for substance use disorders, several pilot projects have improved care for patients with pain, and increased access to the opioid overdose-reversing drug naloxone has resulted in thousands of lives saved.

Naloxone saves lives. Help us spread the word.
Has naloxone saved your life? Have you saved a life using naloxone? Has naloxone saved someone you love or know from an opioid overdose? The Colorado Consortium for Prescription Drug Abuse Prevention would love to hear your story. The Consortium is collecting stories from overdose survivors and those who've used naloxone to save a life for an upcoming public awareness campaign to educate more Coloradans about naloxone.

New grant funding allows program to offer scholarships
The Patient Navigator Training Collaborative (PNTC) is excited to announce that the program has been awarded a two-year grant from the Colorado Health Foundation. This funding allows the PNTC to offer financial assistance to individuals and programs, based on need. Full or partial scholarships are available. Applicants must be from Colorado and will still be responsible for a nominal fee of $25 per day of training ($75 for a 3-day Level 1: Health Navigation Fundamentals) to help offset food and administrative costs.

- Bilingual Teletherapist (Contract): We are searching for multiple vilingual (Spanish/English) behavioral health therapists to provide high quality, compassionate and ethical outpatient mental health therapy to adults and to school-aged clients in rural communities in Southwest Colorado using tele-health technology. Therapists, operating as independent contractors, will treat clients via live HIPAA compliant videoconferencing, using the same techniques and approaches as traditional in-person therapy.
